History
Construction authorized in the 1944 Flood Control Act; completed between 1947 and 1953; originally named for Samuel Bugg who owned Buggs Island; renamed in 1951 by Congress for the North Carolina Congressman who was instrumental in Congress's authorization of the project. A bill was introduced into the 52nd Congress in September 1961, to rename the reservoir Buggs Island Lake; following objections from North Carolina, the bill did not pass.
