History
A proposal to change the name Cottonwood Spring to Upper Cottonwood Spring was submitted by a private citizen in December 1985. The U.S. Board on Geographic Names (USBGN) rejected the proposal on 11 February 1988, based on the recommendation of the California Board, which cited no demonstrated need for the name change and no local usage for their decision.
