NW of Gube Mountain, flows generally W and NW passing through the Manchester-Point Arena Rancheria and into the Point Arena-Stornetta Unit of the California Coastal National Monument (Bureau of Land Management), before entering the Pacific Ocean 0.5 mi. E of Point Arena; Tps 13-12N, Rgs 17-13W, Mount Diablo Meridian
Named for Rafael Garcia, who in 1844 was granted 40,000 acres by the Mexican government for his services in the military. He built a home, ranchero, and mill on the river. A proposal to change the name of the river to P’da Haū was not approved by the BGN on Mar. 8, 2018. P’da Haū was the name of a pre-colonial Pomo settlement at the mouth of the river.
